You as the advertiser have the option to choose. Who in their right mind would choose CPM? No idea. They also added demographics targeting to their new "Placement Targeted" campaigns as they're calling them now. I've posted <a href="http://www.ppc-advice.com/2007/11/09/adwords-placement-targeting-by-demographics-what-if/" rel="nofollow">an article</a> on that recently. It’s not CPC versus CPM, it’s CPC or CPM. You as the advertiser have the option to choose.

Who in their right mind would choose CPM? No idea.

It will be nice to target sites via CPC but I don't think you'll get much of a deal. I'm thinking Google will pit CPM vs CPC to see which makes them the most money and therefore you will have to raise your CPC to beat out anyone using CPM on your sites.
