Yep, there were known problems with international users signing up with a non-US credit card - but this has now been resolved.

I did experience problems with uploading images, namely with Safari on my Mac. Try Firefox, this should work. One trick that sometimes works for me is to submit the ad without an image, then click on the revision link to go back and then add the image.
